20. The institutional framework consists of each Autonomous Community's regional government. The regional government is the collegiate organism that exercises the executive and administrative functions of each autonomous community's government. It is formed by the presidency and the departments that are responsible for the execution of those policies on which they have competence vis-à-vis the central government.
21. The territorial framework in Spain is made up of the municipalities, the provinces, and the autonomous communities.

23. Note for Table 2 It has to be noted that the study performed from the first quarter of 1997 did not consider the central services of the autonomous governments as an object of study. This is the case of the governments of Aragón, Baleares, Navarra, País Vasco, and La Rioja whose central services have an institutional presence on the Internet but have no such presence in the ambit of departments (as was indicated in Methods). In Table 2 these governments give the impression of excessively lagging behind the others.
