This is the case of the governments of Aragón, Baleares, Navarra, País Vasco, and La Rioja whose central services have an institutional presence on the Internet but have no such presence in the ambit of departments (as was indicated in Methods). In Table 2 these governments give the impression of excessively lagging behind the others.
