    • Due to limitations in the scope of the ongoing study, the policy analysis presented here does not address in any significant depth agency responsibilities under the Freedom of Information Act (FOIA) (5 USC552). the Privacy Protection Act (5 USC 552a), or the Computer Security Act of 1987 (40 USC 759). Furthermore, the article does not include an analysis of issues associated with agencies' charging for access to information, or the implications of the American Disabilities Act of 1990 (42 USC 12101) and the Rehabilitation Act Amendments of 1992 (29 USC 794), even though the latter two issues are directly related to federal information dissemination policies. All of laws address important federal information policy issues. Each merits a more substantial analysis than the authors were able to include in this article.

    • Very late during the preparation of this article, the study team received a subsequent draft dated November 17, 1996 that omits references to some of the policies identified below and expands the discussion with regard to others. After this article was submitted to the publisher, the study team learned that OMB would probably not be issuing a policy memorandum on federal Web use in view of the excellent guidelines developed by the Federal Web Consotium. These guidelines are posted at. We have retained our analysis of the initial draft as it provides a somewhat more comprehensive listing of potential policies but expanded the discussion to include points added in the November 17 draft. Unfortunately, the study team was unable to incorporate an analysis of these guidelines into the article in time for publication.
