The average score for the five European great powers in the Polity IV database, which assesses the authoritarian and democratic characteristics of states, shifts from -0.8 (slightly authoritarian) in 1880 to +1.6 (weakly democratic) in 1914. The largest movements toward more democracy were by Germany (-4 to +2) and Russia (-10 to -6). None became more autocratic. One must remember that these conflicts do not explain the means (for example, acquiescence, diplomacy, war) that the great powers used to resolve them, nor how the choice among means was affected by each state's changing capacity to build military power. Nor does the post-1912 arms race invalidate the argument presented here. The observation that the European countries sought to increase their military preparedness says nothing about whether globalization made this process more difficult. To take a simple analogy, one cannot infer from watching boats sail upriver that there is no current.
