Report on the Second Workshop on Multiculturalism in Africa: Peaceful and Constructive Group Accommodation in Situations Involving Minorities and Indigenous Peoples
-
The first time that the African Commission began to consider the issue of minorities and indigenous peoples was at a meeting organized by the United Nations High Commissioner for Human Rights. The result of the meeting was the U.N. ESCOR, Comm'n on Hum. Rts.53rd Sess., U.N. Doc. E/ CN.4/Sub.2/AC.5 2001/3 (2 April) available at www.unhchr.ch/huridocda/ huridoca.nsf/(Symbol)/E.CN.4.Sub.2.AC.5.2001.3.En?Opendocument. That declaration recognized the complexity of the concept "minorities" and "indigenous peoples" as applied in the African context; it encouraged further dialogue on the subject and made several other recommendations. Soon thereafter, the African Commission established a working group on the Rights of Indigenous Peoples and Communities in Africa, whose final report will be reviewed at the next meeting of the Commission
