23. Note that, conditionally on λ→1 and λ→2, the bit c that is communicated in the model of is not equiprobable. Therefore, by using block coding, less than 1 bit must be communicated on average to simulate a singlet. In our model, this translates into the fact that we do not fully use the nonlocality of the PR machine to simulate a singlet.
