40. It should be noted that there were further problems with the way in which the road programme was carried out. For example, there was little attempt to assess likely traffic flows, to monitor the activities of foreign contractors, and scant provision was made for maintenance; 20-24% to be funded by the Mozambican state budget, 30% in credits, and the balance in grants. Moreover, although as a result of these initiatives, a limited number of easily managed and accessible roads near Maputo have been repaired, as well as large sections of the north-south road, and along the Maputo and Beira corridors, key routes between districts and provinces have remained unrepaired [34].
