Regarding the prosecution of current officeholders, a 2003 ruling by the International Court of Justice invoked the doctrine of sovereign immunity in holding that a Belgian court could not try the Congolese foreign minister, Yerodia Ndombasi, for the 1998 killings of ethnic Tutsis because representatives of foreign governments are entitled to diplomatic immunity.
