The authors of this paper are an unusual combination: An economist specialized in policy instruments and a fishery biologist working on coastal fish live history. Thus, this is professional, but it is also personal. We share the common experience of having fished as boys on the Swedish West Coast and having caught half a dozen cod per gillnet. Today, it is rare to get a single one, even with several nets; all you catch is crabs.

The nonselective character of mixed fisheries may well be the reason why the success story of the recovery of the North Sea herring is unlikely to be repeated for cod. A total ban on herring fishery was relatively easily implemented during four years at the end of the 1970s as it only affected one specific fishery, whereas a total ban on cod fishing will affect almost every other ground fishery in the area.
