    • In the former Ottoman Empire, for example, Wilson's initial pronouncements in favor of self-determination had raised hopes for postwar national independence among Arabs, Armenians, Jews, and Turks. At Paris, Wilson even promised a U.S. protectorate over an independent Armenia. Yet the eventual settlement in the region, disguised through the creation of League "mandates," closely resembled a classic sphere-of-influence bargain among Europe's great powers. The one major exception was in Turkey itself, where Kemal Atatürk rallied nationalist forces and ejected foreign troops from the Anatolian heart-land. In this way, American promises with regard to Armenia were rendered completely irrelevant, even before the Senate's rejection of the Versailles Treaty.
