The Committee of Permanent Representatives (COREPER), however, argued that this legal basis alone would not cover operations outside the area of development cooperation. Thus, in November 1997, the Commission split the proposal into two separate acts: one based on Article 179 for developing countries, and the other based on Article 308 for operations in non-developing countries.
