    • To Prevent a World Wasteland: A Proposal
    • The first article that, to my knowledge, mentioned the need for an intergovernmental body for the environment was authored by George F. Kennan, who called for an "International Environmental Authority." Kennan wanted to restrict this body to industrialized countries. See George F. Kennan, "To Prevent a World Wasteland: A Proposal," Foreign Affairs vol. 48 no. 3 (1970): 401-13. On other early proposals, see the comprehensive overview in Charnovitz, "A world environment organization."
