The materials of the Plenums from 1953 to 1957 contain discussions that are often more frank and revealing of the mentality and the motives of the top Soviet leadership than even the minutes of the National Security Council in the U.S. government. In one remarkable episode at the July 1955 Plenum, Khrushchev denounced Stalin and Molotov for "mobilizing" Western public opinion against the Soviet Union in the early years of the Cold War. "We started the Korean War. . . . Now we are still smarting from it," he said before the stunned party elite. "Everyone knows what it means" Anastas Mikoyan interjected from the presidium: "Except for people in our country." TsKhSD, f. 2, op. 1, d. 173, p. 40. This exchange was recorded by note takers but deleted from the published stenographic report of the Plenum.
