    • The United Nations Framework Convention on Climate Change (UNFCCC) was signed at the Rio earth summit; the United Nations Conference on Environment and Development (UNCED) was signed in Rio in 1992 and entered into force in 1994. The Kyoto protocol, signed in 1997, is the last major agreement within the UNFCCC and mandates reductions in overall greenhouse gas emissions by thirty-nine industrialized countries by 5.2 percent of 1990 levels by 2008-2012.
