    • For the first time since the beginning of the Eurobarometer surveys of European public opinion in 1973, in Autumn 1992 the average level of "satisfaction with the way democracy works in one's country" fell below the level of dissatisfaction (45 percent vs. 52 percent). Subsequent Eurobarometer polls show opinions remain almost evenly divided on this fundamental issue.
