Yet, his study offers evidence supporting the contrary conclusion that COGs tried to act as guardians of economic rationality against industrialists, who resisted arrangements that were more efficient but not more profitable than their preferred schemes. There was more pertinent political activity transpiring at the domestic level than a "second image reversed" approach encompassed.
