Note that the amplitude of the Stokes spectral-intensity profile, the magnitude of the nonresonant background, and the amplitude of the Raman spectral features are not independent parameters. In fact, for every change in the value of the amplitude of the Stokes spectral-intensity profile, compensating values for the nonresonant background and spectral line amplitudes can be found that provide the same quality of fit of the experimental data to the theoretical expression.
