Qualifications of this statement include the possible restriction to time scales shorter than the late stage evolution to strong spatial inhomogeneities, although the latter may still admit a nonlinear hydrodynamic description (see comments at the end of Section 3). In addition, the microscopic phenomenon of "inelastic collapse" whereby a small number of particles remain arbitrarily close creates technical problems in simulations and may or may not have macroscopic consequences.
