A semiclassical treatment of barrier tunneling (EB) provides a somewhat more sophisticated means of quantifying the "isomerization rate" for the zero-order basis functions and eigenstates. We have pursued such an approach but do not report it here, however, because the transmission probability of a wave approaching the barrier rises very rapidly from 0 to 1 at E≈B.
