For instance, in the case of LERs, Canadian parties to the dispute argued that the export limitations of the United States needed to be considered. Despite the powerful national stakes in the issue, and a certain amount of common-sense justice supporting the Canadian position, the Canadian panelists rejected their government's argument because the law on the question was well established.
