    • In Haiti, the human rights mission is not part of the UN peacekeeping operation. A mixed mission under the auspices of the UN and the Organization of American States (MICIVIH) had been deployed previously, in 1993, and remained distinct after 1995. But, at least for local NGOs, this specific configuration (in comparison with other missions, which take a human rights component) was not decisive in their interaction with the UN.
