Interviews with former and current MOFA and MITI division directors between December 1995 and January 1996, and with former MITI and MAFF deputy ministers and a MOFA deputy director general between July 23 and August 2, 1996. A MOFA deputy director general (Shingikan) interviewed on July 23, 1996 said that MOFA was trying to "upgrade" the level of interministry coordination from Kacho to bureau councillor, because Kacho are "overburdened" in these days, at least at MOFA, and the traditional "bottom-up" way of making decisions is shifting to a "top-down" manner owing to a variety of factors, including the shortening of diplomatic response time and the increasing importance of the policy areas to be coordinated.

How this channel of coordination reconciles with the formal structure of interministry coordination described earlier is not clear. Presumably, the DCCSA-initiated coordination instruction is based on the legal authority of the PM's Office.
