A MOFA deputy director general (Shingikan) interviewed on July 23, 1996 said that MOFA was trying to "upgrade" the level of interministry coordination from Kacho to bureau councillor, because Kacho are "overburdened" in these days, at least at MOFA, and the traditional "bottom-up" way of making decisions is shifting to a "top-down" manner owing to a variety of factors, including the shortening of diplomatic response time and the increasing importance of the policy areas to be coordinated.
