Until recently, Turkmen natural gas was supplied by ITERA under a contract with Turkmenrosgaz, a Turkmen-Gazprom joint venture. In April 1997 the Turkmen and Ukrainian governments reached an agreement on direct supplies of Turkmen gas without Russian mediation.

However, the continued use and upgrading of the Yaroslav-Belarus-Ventspils pipeline also seems to depend on political factors: the Russian Ministry of Foreign Affairs reportedly has insisted that Russia should not ship more through the 'unfriendly' Baltic States ('The Baltic or Bust', Russian Petroleum Investor, November 1996, p. 67).
