The persistent failure of parties to evolve and the petty personal struggles that often prevent the creation of broad-based, 'catch-all' parties led one Kyrgyz party leader to suggest a novel solution for his republic. According to this, a poll of some sort would determine the level of support for each party, and the leading two parties would be given funding and state support to develop nation-wide organizations, thus forcing other smaller parties to join with broadbased coalition parties capable of acting effectively in legislative bodies: E.
