    • Ironically, the chairman of the committee that authored this report was C.D. Randall of Michigan. Despite Randall's connections with the SBCC, he was an ardent booster of the Coldwater School, serving on its Board of Control for most of the last quarter of the nineteenth century. He tended to see the Michigan system for dependent and delinquent children almost entirely from the perspective of the Coldwater School.
