See World Bank, Sub-Saharan Africa. From Crisis to Sustainable Growth: a long-term perspective study (Washington, DC, 1989), pp. 9-10, where it is argued that 'highly inefficient industrialization' in Africa has been the result of earlier efforts 'focused on state-led creation of capacity without adequate regard to cost or markets', and what is therefore needed is the 'fostering [of] African entrepreneurship' because 'The private sector holds the key to future industrial growth'.

Fourfold Rise in Top Black Managers
-
21 January
-
A survey on affirmative action undertaken by FSA-Contact at the end of 1995 provides evidence of the seriousness with which capitalists are viewing the need to promote the advancement of blacks within their companies: the number in senior positions rose to 9·5 from 2·5 per cent in 1994 (with the proportion of whites falling from 95 to 87 per cent), while those in middle-management positions during the same period increased from 2·5 to 7 per cent. While blacks are proportionally still heavily under-represented, it is important to note that 90 per cent of the companies surveyed had implemented some form of affirmative action.
