18. "Skills training" helps ensure that people have the communication and behavioral skills they need to succeed in preventing HIV infection or transmission. Skills which have been shown to be useful in preventing HIV include the correct use of condoms, negotiation of safer sex, and strategies to avoid high-risk settings.
19. "Social marketing" is a process that uses commercial marketing technologies to develop programs and/or interventions that create, build, and maintain beneficial relationships with a specific target audience for the purpose of influencing behaviors that improve its own or society's welfare.
20. In this context, "indirect costs" refer to budget items by which the states collectively categorize all non-intervention costs.
21. "Capacity building" refers to those non-intervention activities that strengthen an organization's capacity to prove high-quality HIV-prevention services. Developing health information services and increasing the capacity of intervention organizations to use health information to improve access to needed services is one example of capacity building. For many fledgling non-governmental organizations, capacity building may entail strengthening personnel and accounting systems to ensure organizational stability.
