Roughly half of the CRP land is classified as "highly credible cultivated cropland." This paper assumes that the rest, some 7 million ha, is sustainably cultivable, using careful practices. See USDA, "1992 National Resources Inventory - Highlights," information sheet (Washington, D.C., July 13, 1994). The U.S. General Accounting Office (GAO) estimates that buffer strips covering 2.5 million ha - one-sixth the size of the current CRP land - could provide a minimum level of environmental protection, which would release a greater amount of CRP land for farming. It acknowledges, however, that environmental goals such as wildlife protection would not be met through a buffer strip program. See GAO, "Conservation Reserve Program: Alternatives are Available for Managing Environmentally Sensitive Cropland," Report to the Committee on Agriculture, Nutrition, and Forestry, U.S. Senate (Washington, D.C., February 1995). European setaside grain area of approximately 4 million ha calculated from data in USDA, "Grain: World Markets and Trade," Foreign Agricultural Service, Circular Series FG 6-96 (Washington, D.C., June 1996).

Worldwatch calculation based on data in USDA, PS&D, op. cit. note 3. Other calculations are as follows: Oilseeds - If global oilseed yields rise as they have over the past 15 years, and if per capita consumption rises only half as fast as it did in that period, roughly 40 million ha of harvested area - an area the size of Paraguay - will be needed by 2010 to meet the additional demand. Luxury and Non-food Crops - If the area dedicated to sugar, coffee, cocoa, tea, and hops (luxury crops) rises at the same rate to 2010 as it has since 1980, another 7 million ha will be needed. For non-food crops, the equivalent calculation results in more than 5 million ha required.
