Compare the 1963 allocation (A/RES/1991 (XVIII) of 17 December American states, sought to increase the Council's membership to twenty-one, sixteen of which would be non-permanent members.9 However, all the permanent members of the Security Council, except China, opposed any expansion;10 and substantive discussions on the matter were held until 1991 when, 47th Session, eight countries revitalized the debate.11
