However, a small group has emerged within this community who, under the influences of Libya, Iran and with funding from these quarters, have committed themselves, with the ANC (African National Congress) and PAC (Pan-Africanist Congress), to terror and violence I have already issued instructions in this regard and our security and intelligence sendees are taking necessary countermeasures".
