When fair information practices are articulated in law, they are usually enforced by regulatory agencies. In Europe, independent data protection authorities supervise compliance, hear complaints, and enforce law. Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 address the protection of individuals with regard to the processing of personal data and on the free movement of such data. Article 28 provides that Member States should establish such authorities and articulates their roles and responsibilities. In the United States, the Federal Trade Commission may bring an enforcement action under Section 5 of the FTC Act, which prohibits 'unfair or deceptive acts or practices in affecting commerce', 46 USC 5. The FTC may also bring an action under laws and regulations including the Fair Credit Reporting Act (FCRA) 15 USC 1681 et seq., and the privacy provisions of the Graham Leach Bliley Act (GLBA) 15 USC Sections 6801-6809. accessed 5 April 2014
