In the wake of the 1985 Kabwe conference, a subcommittee of the ANC's National Executive had begun considering constitutional proposals and studying the experience of other liberation movements with negotiated settlements. It had also outlined a 'worst-case scenario' which would still be an acceptable basis for negotiations, including the right to organise legally within the country, with the regime constrained in its ability to deploy repressive force against the liberation movement, and with a realistic capability 'of charting a parliamentary road to victory by winning elections and forming a government or leading to a democratic coalition'. The subcommittee consisted of Pallo Jordan, James Stuart, Thabo Mbeki, and Simon Makana. See
