General Tihomir Blaskic, a Croatian, surrendered voluntarily to the Tribunal on 1 Apr. 1996. In the absence of Croatian legislation authorising co-operation with the Tribunal, it seems that the Croatian authorities had no power to transfer a Croatian national out of their jurisdiction.
