How well do you think village cadres are doing in governing by law (yifa banshi)?

The index of villagers’ evaluation of job performance of village cadres is constructed by using three questions: (1) (2) “How well do you think village cadres are doing in terms of respecting villagers’ opinions and consulting with villagers before making decisions?” and (3) “How well do you think village cadres are doing in leading villagers to get rich?” Respondents were asked to rate cadre performance in these three aspects on a five-point scale: (1) “very good,” (2) “good,” (3) “so-so,” (4) “poor,” and (5) “very poor.” Summing up valid rating scores produced a 13-point index, ranging from 3 to 15, where 3 indicates very positive evaluations on all three accounts, and 15 indicates very negative evaluations on all three accounts.
