    • A “free rider” is a company that avoids implementing a voluntary program and the costs involved, yet benefits from the efforts of other firms and the ensuing improvement in the industry's public image and its relationship with regulators. The incidence of free riders can be reduced by monitoring participants' activities, reporting the programs' results, and helping smaller firms that want to participate. The Canadian Chemical Producers Association has effectively dealt with the “free rider” issue by requiring member companies to fully comply with all the responsible care practices and guidelines. If a company is unable to follow the code of practice in any or all areas of its operations, it must discontinue that activity or face expulsion from the association.
