1. In writing this I have been aware of the limited capacity 1. as a white person. have in interpreting the experiences of racism in the welfare state. The imperative for this work has come from a socialist-feminist commitment to anti-racism and anti-imperialism, several years experience in two African countries, the indirect experience of racism towards those close to me. and the demand, of Black students for a more relevant social policy analysis.
2. I have followed the recent convention of putting 'race' in quotation marks to distinguish it from any biological connotation the word otherwise has. However, I recognize it is not ideal, and can sometimes be taken as a euphemism for 'Black people'. I have used it here for want of a less loaded abstract noun. In atidition, racism can extend beyond Black people to Jewish and Chinese people and gypsies Several historical references arc made here to anti-semitism, but in the main my contemporary references concern racism directed at Black people of Afro-Caribbean and Asian origins.
