The recent high profile bankruptcies of Broadband networks such as 360Net have reinforced the argument of fibre as a "natural monopoly" and the evident need to establish a market for the bandwidth in advance of the investment. This is precisely the strategy being advocated by CANARIE in its Municipal Fibre approach.
9. The use of the Internet for conventional and primarily long-distance calling. This technology is currently available with technical improvements to sound quality are continuously being made. This is very rapidly becoming a primary and highly competitive mode for long distance calling to conventional analog or digital voice service.
