Professor Cam considers the apparent vacillation to be the result of a clash between the Crown’s policy of ‘the more presentments the better’ and the desire among some judges that the hearing of indictments be restricted to certain authorized or accepted personnel (Cam, ‘Shire Officials’, pp. 168–9).
