    • To qualify as a democratic developmental state, Adrian Leftwich argues that the primary developmental criterion is an annual average rate of growth in GNP per capita of at least 4 per cent over a period of twenty-five or thirty years (2000, Under this criterion, the Philippines fails to qualify. Leftwich further notes the tension between democracy and development in that consolidated and stabilized democracies oftentimes lose the ability to make decisive policies to transform the fundamental structures of economic and social life necessary for development to take place.
