Local-global relations have long been recognized and have been expressed in the slogan, “Think globally, act locally.” Nonetheless, this perspective has been slow to find its way into the mainstream social science disciplines. One such attempt is Local Commons and Global Interdependence: Heterogeneity and Cooperation in Two Domains, ed. Robert O. Keohane and Elinor Ostrom, a special issue of Journal of Theoretical Politics, vol. 6 (Oct. 1994). Although the focus in that special issue is on regions, the implications for local governments of all kinds are clear.
