    • The states that had opted into the 2014 Medicaid expansion as of October 31, were Arkansas, Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Indiana, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oregon, Rhode Island, Vermont, Washington, and West Virginia
