This law, passed by bipartisan majorities of both houses of the U.S. Congress in late 2012, is named for Sergei Magnitsky, the Russian lawyer and auditor who died in a Moscow prison in 2009 after being jailed for his role in uncovering fraud by Russian tax officials. It contains travel bans and banking sanctions meant to punish specific individuals deemed to have violated Magnitsky's human rights.
