1. In 1999, some of these events were still lying in the future. Their occurrence was, however, anticipated by politicians, journalists, and aware citizens owing to the fact that many of the critical decisions resulting in these events had already been taken or were under discussion at the time. Many of the considerations that we discuss in this chapter were of equal relevance in 1999 as they are at the time of writing.
