The grounds of the Jardin tropical were at the time being defended against the incursions of the Ministry of Foreign Affairs (Quai d'Orsay), which wanted to erect a building to store some of its archival overflow on the site. These struggles over the space of the Jardin also constitute a historical continuity. Already at the turn of the 20th century, the Museum d'histoire naturelle had resisted the idea of a Jardin colonial, preferring instead to utilize the site as a "colony of the Museum's ménagerie."
