Since approximately 90% of participants whose last purchase was a pack reported pack sizes of 20 cigarettes (1228 out of 1349 at wave 3, 1080 out of 1234 at wave 4 and 1033 out of 1139 at wave 5), we used this value to replace pack sizes out of the legal limits
