In the 1818 Penobscot Treaty with the Commonwealth of Massachusetts, the Penobscots retained the islands in the Penobscot River and the "upper four townships" of land six miles square each, two of which were located on each side of the Penobscot River at the mouth of the Mattawamkeag River. The other two townships were on the West Branch of the Penobscot near "Nolacemeac Lake", or present-day Millinocket, Maine. In addition, the Penobscots had a two-acre land lot along the river in Brewer, Maine. Governor Michael's use of "English" instead of "American" encroachments may suggest that some Penobscots, or the transcriber of the petition, saw more similarities between the English and Americans, especially since both groups generally spoke the same language. According to Dean Snow, Attean Elmut was the Penobscot chief from 1806 to 1809. It is highly probable that Governor Atian Michael was Elmut's given name. Atian or Attean are both variations of the French name Etienne, which is equivalent to Stephen or Steven in English.
