Medicaid costs for partial-benefit dual eligibles represent only the Medicare beneficiary cost sharing (deductibles, coinsurance, copayments, and premiums) that Medicaid pays for their Medicare benefits. For full-benefit dual eligibles, Medicaid costs represent primarily the cost of Medicaid-covered services (mostly nursing facility services and home and community-based services), which tend to be very expensive.
