    • Medicaid costs for partial-benefit dual eligibles represent only the Medicare beneficiary cost sharing (deductibles, coinsurance, copayments, and premiums) that Medicaid pays for their Medicare benefits.
    • Providers of long-term care services covered by Medicaid have strong incentives to make sure that their patients don't lose Medicaid coverage because otherwise the providers would not be paid for their services.
