3. Indeed, it is said that the postamble, in fact, came about as a consequence of an intervention by the armed forces in November 1993. They advised constitutional negotiators that they were aware that right-wing formations were aiming to bomb the elections out of existence; that they were able and willing to prevent that, but that they were not willing to go to jail thereafter. They wanted a guarantee that amnesty would be granted to them, hence the references in the postamble.
