Commission of Inquiry

The Landau Commission report suggested that the necessity defense could be interpreted to include not only its originally intended exception for cases of "imminent danger" but also "the concept of lesser evil," by which "the harm done by violating a provision of the law during an interrogation must be weighed against the harm to the life or person of others which could occur sooner or LATER.", (emphasis in original)

Israel has repeatedly condemned all use of torture" (p. 10)

Until 1994, the courts were in military bases located in Palestinian towns. In Hebron, the compound was on a hill some distance from any residential or commercial area, whereas in Nablus and Gaza the compounds were centrally located. In all three, the compounds also housed prisons. In Ramallah, Jenin, and Tulkaram, the compounds were in residential neighborhoods, within walking distance of the center. Druze Israelis' bilingualism symbolizes their ties to various, sometimes overlapping, linguistic communities. Fluency in Hebrew (which is not universal within the Druze community) places them within the multiethnic "Israeli" community. Fluency in Arabic links them to other Arabic-speaking Israelis (including Jews from the Arab world). And their Palestinian dialect is shared by all other Arabs indigenous to Palestine, including other citizens, residents of the occupied territories, and those in the diaspora
