Letters of reprisal were issued where there it had become clear that there had been no satisfaction in regard to a particular incident involving the individual in receipt of the letter. Any ship taken by him had to be turned over to the authorities who would then effectively hold ship, crew and cargo hostage until satisfaction for the original grievance was made.
