Section 14 of the Act provides for the operation of the Act on alternative or supplementary heads of legislative power (corporations (§ 51 (xx)); international and interstate trade and commerce (§ 51 (i)); and Territories (§ 122)) "[i]n case there is any doubt that all of the provisions are fully supported by the external affairs power."
